Because the country doesn't give a shit for the disability and the mentally ill. All they care about is if someone breaks a rule, bye bye locked up in prison, who cares if you weren't responsible for your actions, rules are meant to be followed by everyone so therefore you have to be in prison since you are in danger to society.
