Ryuk is a Shinigami, and thus his trademark feature are those enormous, buggy eyes.
In Death Note, which is a manga about a notebook that the owner uses to kill people just by knowing what their face looks like and writing down their name.
The Shinigami, who give the Death Notes to the humans, sometimes offer the humans who own the Dath Note their eyes (at the cost of a shortened lifespan for the human) so that the owner of the notebook can tell a person's name just by looking at the person's face. Thus allowing the human to kill his or her victims more quickly and conveniently.
