The skin around the red ink appears like you may be having an allergic reaction.

If the tattoo was freshly done, it would be red anyway. The colours are done last, too.

That looks good and it is well done.   Definitely see somebody if it still looks like an infection.   That wouldn't be good.

It's probably just ink on her skin...  they wipe off the excess ink that doesn't make it into your skin so they can see the stencil again.
