Weird. Looks like it's commemorating Jones' battle
with the Serapis. No idea what it could be for.

I'm finding hints that there was a commemorative
medal of the event, but no picture.

Another option is for the Penobscott expedition.
Given the troops shown on the front. But, that
was a disaster, and I doubt it would have been
put on a medal.
