Conceptual Art is a fucking joke. Sure there's interesting ideas to go with it, yet you don't call it art... Placing items together to make a point isn't art, trying to make it "inspiring and thought provoking is like saying "Oh I can be an artist too, I just placed these two pieces of shit together to make something "original".

That's damn near postmodernist.

If you take an art history class (one that isn't taught by a brainwashed lefty) you see a clear progression of mastery of various artistic techniques. 19th century paintings are FAR better than medieval paintings for example. The Greeks were masters of marble statues and that art form went into decline for about 1500 years before people could duplicate the mastery of the Greeks.

In other words no, the crap that passes for modern art these days is nowhere near what it was in the past, actually it's a measure of cultural degeneracy.

Sometimes people find art in things that aren't intended to be art. Have no need to say crappy art I don't like isn't art, if it's intended to be art. I just know I don't like many things as much as I like empty horizontal surfaces and blank white walls.
