I am thinking of a different situation that'd make a difference. military rock up all suited up for their "drill" and a million Texas rangers and militia say "stand down and back away. No military drills in Texas. Any closer and it won't be a drill"

Jack is honest in being no exception to that.
In fact, I would venture to say any other country but my own was more clued about that conflict.
