To be honest, if I had my way i'd flush the whole damn thing down the toilet and force everyone to live like old school native americans. 
Massive eugenics project to cut the population down to a level where that way of living would be feasible?
Would have to be really massive, if banning all politics was part of the plan too. That would only leave one person alive.
