So, lets get the bastards.That it is less than 10% is just not sexy to tell to the public. It does not bring in votes. Politicians are shills for the oligarchy.

It is costly to run an effective campaign and only the rich (or in some cases labor unions) can afford to fund campaigns. 
Therefore the (bought and paid for) official is beholden to the campaign funder. If they actuall legislate in favor of the electorate then they will be outspent on the next election....or even primaried.
