In some ways you are right.  It's location was of strategic military importance once. 

However,  it has only 30'000 poputation and a thriving economy.  Adding that 2.6 square miles to Spain could double it's wealth

Spain has similar  territories in Morocco, Ceuta and Melilla,  which they don't want to give up  fucking hypocrites
