There was just one winning ticket for the $590,000,000.00  powerball.  Sold in a small town in Florida.

Which begs the question...
What would you do with a half billion dollars?

Establish the Pyraxis fund, kinda like the Bill and Melinda Gates fund, and start financing space research, education, and cool small businesses in developing nations, or whatever else seemed to be a good use of more money than I could ever spend.  :P

  I would be in shock and disbelief, at least till the first payment was deposited to my account.

Free health insurance for the struggling middle class who have to pay everything out of pocket. I'd also make changes to mental health and start a foundation like Py said and make the funding transparent so no one can dip into the cookie jar without being caught. Also I'd make the salaries transparent as well so no greedy fuck who feels "entitled" to a ridiculously high  salary while cutting funding will go unscathed.  I don't want greedy fucks to go unpunished.
