Depends on how you define "not a child" and how you define "biologically."  Puberty is occurring younger and younger in both sexes.  Brain development, however, is not accelerating.  In fact, I believe the current understanding is that your brain is still continuing to develop through your early-to-mid twenties.

When I was 13 there were a few 13 year olds I wanted to have sex with and most 13 year old boys the same. Unfortunately not all 13 year old boys outlive the fascination with 13 year old girl. 13 year old girls are not ready for sex regardless of whether they are sexually active or not and the same can be said for 13 year old boys
