If the prisoners want to walk anywhere, they must walk with a bad hunch, their arms stretched high above their hunched back. Anything else will be percieved as hostile.
This alone takes away any will to wander about, and prisoners usually stay in their cells. That is apart from the gigantic guard dogs, the fully militarized guards, the hostile siberian environment... oh, russia!
