Sea Lions have big  :viking: balls. They are family Otariidae, or eared seals. Harbor Seals  are true seals or earless seals, family Phocidae. Sea Lions are much bigger. Harbor seals are still my favorite pinnipeds. This juvenile Harbor Seal appeared to be about 24" long (61 cm) from where I was.
