Is that the dry powder combined steroid/long acting bronchodilator type, the round disk like things that open sections, like a round magazine of bullets almost, containing a small quantity of powder? or the ones that squirt a rapidly vaporising propellant?
Never used the former type since I am not asthmatic, but the latter, ordinary 'reliever' types I've used and they use (in my experience, both one scripted from this country and when I couldn't remember where I put that, used one containing the same active drug, but from the US) absolute ethanol (pure alcohol) as the solvent remaining when whatever is in there to generate the pressure evaporates, and its nasty, you can taste the alcohol. Had to use one for a while after a gas mask temporary failure whilst working with something rather nasty, one of the interhalogen compounds, got a tiny whiff of it in escaping, and even the least reactive of them does NOT play nice. Hated using the inhaler, although did need it for 3-4 days after or so.
