Since you are not afraid for your safety, I wouldn't worry about legal stuff, but you could go over with someone else who also lives there and is also bothered by the screaming if you want to protect yourself legally.

I think that if I was you, I would just say that you have heard her screaming and you wonder if she is OK.

Ask her to reserve her outward expressions of insanity for more sociable hours when fewer people will be disturbed by it, or at least will have had their morning coffee.

Did call the police earlier.

But she did not answer.

Still doing Her screaming here and there.

Just call the cops.  you CAN'T get in trouble for doing that.

Besides, talking to her yourself is probably what she wants you to do, to draw you into her drama.   The cops will get the story, and probably be back 20 or 79 times before "the shit happens" but at least they will have a record of it.

Then you can go on TV as the "neighbor" to say, they were such a lovely couple, I don't know what could have happened that she ended up with her head in a pillow case....  Better her's kevv, than yours.....
