Emergencies or major disasters? Give me a fucking break. The world is safer than its ever been. There is no reason to build "detention centers" to be used in case of emergency, unless that "emergency" is manufactured. And even if there was a natural disaster, we don't need an overpaid swollen department to deal with it. We've got like a bajillion oversized government programs running already, which is why America has such a spending problem.
