Why would an attractive woman move to some shithole?  The gender imbalance isn't much of an incentive to women who can already get high-quality partners.

Seriously though there are other ways the Mayor could have used to deal with the problem. Perhaps it really is a horrible shithole and this was his last ditch attempt, accepting the likelihood of criticism too. Who knows.
