That's hilarious. I used to know an artist who painted a plain old homemade PVC pipe bong in a similar fashion, using fluorescent paint.
It just looked stupid, like some cartoon creation when you saw it in sunlight, but when it was time to get high and the lights went out and the blacklight came on, it looked like everyone was sucking an electric glowing dick. We laughed a lot and not just from getting stoned.
