Does every country use the stupid nine tenths at the end of their prices or is it a North American thing.  Like $3.999 a gallon or liter

Though the gas here costs more than $2/liter or $8/gallon...

All us foreigners are just so rich compared to Americans...  Either that, or the immense urban sprawl and pathetic public transport system in the US swallow up the price difference by requiring Americans to drive four times as far as Europeans.  You should check out 'The End of Suburbia' for a look at the problems inherent in post-war urban design in the US, and why the American suburbs can't survive in the long term as a viable way of life:
