Seen it used on the Daily Rotten forum a few times.  I don't think it originated there.  At first, I thought it was "Prison Bubba", but it looks more like a homeless dude.

That pic was funny about 5 years ago when I was playing MMORPGs and it was referring to people getting harassed and killed by other players.   People would use it to talk shit about past PvP fights and embarrassing losses to Raid boss type monsters.   They moved on to other MeMes later on to spam.
