Well, Chinese folks always followed the exact phases of our moon before (since further back than 1000 BC). New moon made it a new month. 

Well, fact is that one year is 365 days, 5 hours and nearly 50 minutes. That's duh, one complete cycle the earth made 'round the sun but we compensate the extra hours (5 and 50 min.) by adding a day every 4th year. 4 times 5 hours, 50 minutes makes almost a day. Um, this in February ofc. and every leap year instead of 28 days 'we' make February 29 days.

Ffffart, searched a bit and things are a tad more complicated. Since 1912 they also follow Gregorian calendar but also still follow the so called moon-calendar. Their compensation is.... twheeeeeee plop

The calendar and the leap year associated with it was a Western concept and a Roman device.

I really have no idea about what the Chinese have or do.

Yes, a Western concept and basically a Catholic/Roman 'device'.

Trouble is, I think, that we follow the sun's timing (um, earth 'round the sun, I mean) and also the moon's timing and
thought of a system to compensate for the fact those two are not really in sync of course.

Um, not saying things should change or something, just noting the little illogicality of it here.. and wondered what the Chinese
came up with earlier (thinking they still followed their (quite logical) moon-calendar)
