Can't understand that sentence at all, but have seen several times someone will post and then put something else in tiny letters in their post.

It serves the same function as <small voice> </small voice>, with the added advantage that you can, by varying the font size, run the gamut from subvocalisation through whispering and murmuring to muttering aloud.
