Betazoids looked just like humans except that they all had black irises and they were telepathic.  Deanna Troi was half-human and half-Betazoid, so she was just empathic, which means she could sense emotions in most other species of humanoids.  I remember Ferengi and a couple of others were exceptions and she could not read their emotions.
