If I was REALLY rich I'd buy a cheap shitbox car as a backup in case my car was incapacitated for whatever reason. But there wouldn't be a need if I was old enough to rent one (I'm not yet, much to my annoyance). Supposedly there are car companies that rent to people as young as 21 or younger but I don't know what they are.
just buy the rent a car companies and fire the rule makers.
...and then go broke. 
but you have money to burn.
and i think it would teach the rule makers a valuable lesson.
