I take it the vaccine is expensive as hell if your insurance doesn't pay for it? Sounds like some bullshit. They should know that colleges are hotspots for STDs and prevention should be a huge issue. They hand out condoms for free, but do nothing to prevent a STD that isn't preventable by using condoms. Doesn't make much sense.
