I'v read a lot of Asimov, but I don't recall that word. But, then again, I'v never read any of his non-fiction stuff and it's been awhile since I finished reading his Robot/Foundation and other related stories.
I have read over three hundred and some Asimov books. Even his textbooks are interesting.
Roblock is "robot block". It happens when a robot confronts a conflict regarding the Three Laws Of Robotics. They typically stop talking, move forward and reverse in rapid succession or turn around in a small circle, unable to continue on, until they have resolved the "moral" conflict. I do that sometimes, but not over morals, which I am comfortable with, but over the next Big Decision.
... of course, I have days when I can't decide whether to use a knife or a spoon for peanut butter, too. Those are days when I am badly roblocked.

Those knife/spoon stimies have been more common lately, because all my decision making energy has gone to my other Big Personal issue.
