Personally I try not to attribute to malice events which can be reasonably explained by incompetence. Occam's Razor and all that.

You CAN be held responsible for irresponsible behaviour.

Somebody ate a bat. Or kissed a pangolin. Or dropped a test tube. Or something like that. We don't know for sure. It wasn't a crime, they didn't know that the virus would mutate and start spreading person-to-person.

The difference is that WE KNOW that there is a virus in circulation that DOES spread person-to-person and that DOES kill people and that HAS caused at least half a million confirmed deaths AND massive financial and social hardship and impacts to mental health. As such it IS irresponsible to engage in activities where you are likely to catch and further spread the virus.

Ignorance of the law is no defense. Dude. You can't claim innocence of a crime because you were not aware that it was against the law.

Intent or lack of intent to commit a crime is something else entirely.
