No it doesn't. Capitalism doesn't concentrate nearly as much money and power into one place, especially in its beginnings. The concentration of power and money takes a couple of centuries to happen in a capitalist democracy where under communism, it happens in less than a single generation. Not to mention that under capitalism, the average person still has an ok life. Under communism, they are on the edge of starvation.
