I'm not above making the odd amusing dyslexic error myself , but hey!
Statue of limitations! Ooh , would that be Statue of Liberty's evil twin? And how exactly does this statue enable him to be arrested, anyway ? If the writer means "statute of limitation" well, that's meant to act to opposite effect, no?
Actually it's so bad and so opaque , I don't feel inclined to trust a word it says. The writer just isn't speaking any version of English that I understand.
