Panties in the mail for chaity

So today my wife's aunt stopped by for a visit while in the area, she is helping with some elderly relatives and they had gotten what must be the most bizarre charity solicitations I have ever seen,  I would have thought she was joking but she had it with her.  In the envelope was a letter about the 'Howard Family' and how they were so poor they couldn't even afford underwear for their two kids along with a pair of new  little girls panties sealed in plastic which you are supposed to send back with your donation.  It was from Feeding Americas Hungry Children no web site or phone number listed just a PO box in Washington DC and the name Tim Wead,  I couldn't find much online except this blog post about getting the same letter http://www.pacinfo.com/~garcel/baba/mother_theresa.html  WTF are they thinking sending stuff like this as if the whole thing wasn't shady enough in only having a PO box as a contact

Some people seem to get all the scams, whether they react on it or not, where most will not receive any of this mail. I wonder what the selective criteria are, for the senders.
