I have always known this, and I have often complained to friends and stuff, in conversation. I bet many have thought I exaggerated, and me myself have often hoped the cases I observe are isolated and few.

They aren't.

Investigative journalism confronted police with their abandonment of farm cases, where tens of animals were starved to death, and serial-cat-killer cases, where 6 cats had been cut open, their guts dragged out, and the cats posed in plain view, in ONE _SMALL_ village, terrifying all the residents, causing a hailstorm of calls to the police.

Norwegian police were confronted with - and shown - how Stockholm police finally had enough of animal-serial-killers, erected an "animal police" subgroup of the actual police force, and actually cought a cat-killer. A 16 year old boy who then admitted to dreaming about killing women. He was sent away for forced mental healthcare.
They were also confronted with footage of Norwegian cat-killer cases (footage of the dead cats) and American veterinarian (part of the Miami "animal police" group) analysis of the photos. When she concluded that yes, these cases ARE important, because people who decapitate cats, drag their guts out, we're looking at a level of sociopathy that will easily move up the species-scale, and potentially be a danger to humans as well - not to mention the horror-factor.
This horror-factor was also important to the Stockholm police, in Sweden: The fact that one person will terrorize a whole neighborhood, going after peoples pets. It's not acceptable.

Another Norwegian political section tried to urge the police to follow the Swedish example, and they were rejected with no compromise, our police insisting that they have everything in place to handle animal abuse cases (It was repeatedly confronted to them that nearly all animal abuse cases are immediately unprioritized and closed before even making a phonecall, including decapitated cats on school childrens roads, or tens of farm animals starved to death)

The giggling police man was specifically tickled by the cuh-raaaazy notion that someone who hurt animals might hurt people, cus, hehe lol rofl haha hihi hoho - animals and people aren't the same!

Yes, but they "legally" abandon each case, by giving a "good reason", usually citing "unprioritized" (As in, they insist on having insufficient funds). For example, the case of a dog-corpse found was deemed an issue for garbage-collectors, not police. Atrocious attitude, I know.

They answer to the department of justice. I wondered about it myself, but like I said - all the theoretical stuff is allready there - all the rules and laws specify animal abuse must be punished.
One odd thing we need to change is that it is a food-control unit that is also a shared responsible for taking care of animal abuse cases, and they were the ones who really wanted to leave this whole responsability to police, since they themselves have NO power to arrest or anything like that :S
So... in order of correct procedure, if someone tortures their dog, you are supposed to call these food-control people, who will investigate to the extent of their limited power, for then to forward their complaint to police.
They themselves were irritated, because when they deem a case serious, they mean it - of course - and they truly expect police to follow through, but they don't, citing the usual, low funds, low priority, or no witnesses.

The core of this is attitude.
I suspect that it has even to do with demographics.
We have very little real serious crime, and police officers here are masturbating all day DREAMING about a proper shoot-out or something like that. When people call about a killed cat, they mope and sigh, having had their hopes up for a proper murder, or something.
Psychologically, I honestly suspect it is as stupid and trivial as that.

Here in America, most states have sheriffs. A sheriff is a local elected leader in charge of law enforcement. If something like that happened here, the sheriff would face a tough vote during his/her next election. I assume that you have nothing like that in Norway?

I know of this case, and funny you should mention it. The only times police here DO move out, because of an animal, is when they hope to get to shoot it. Badgers, moose, deers, foxes, whatever that "doesn't belong" that some well-meaning citizen has called about, in their naive expectation they'll do like on Animal Planet and relocate it. Nnnope!

In fact, since crime rates here are very low, and usually come down to pushing and shoving, and hunting areas are outside the city limits, I am willing to assume that statistically - 90% of all firearms discharged within city limits in Trondheim, have been police shooting a lost and confused animal :D

Like when my brother happily spilled the beans over the weed he had at home, once they had busted him outside. The reason he told them so readily was simple: He was so, so soooo sick of this whole "game", so he just told them. There. They got SUPER-suspicious!

I was repeatedly told that this proposal was just one crazy lady running her mouth off. Now this is happening. You know what would solve the problem? Change Chicago's stupid gun control laws instead of bringing government paid employees with guns in.
