Rain as usual.
Parts of New Orleans flooded 2 weeks ago and again early this week. At least for this week, the causes were investigated as were the statements by the Sewerage and Water Board issued during the second flooding. Turns out there's pretty bad mismanagement and years of neglect in the system. The top 5 people are resigning, retiring or being fired.
So there's rain forecast for this afternoon. At 3 a.m. a power source servicing a big chunk of New Orleans pumping system caught fire. Result, unless they can get it fixed pronto, there's likely to be more flooding in the areas that were previously flooded.
Rain can't be accurately predicted or controlled. The human part of the equation is pathetic.
