I'd agree that Meadow was quite good. OTOH, she almost certainly didn't plan most of it. Similarly, Sol and the General both generated their share of drama but I'm not convinced they planned any of it. They really were that stupid.

If the main criterion is to have intentionally caused drama, there are several. MLA springs to mind as one who knows how to do it. Pea was one. Schleed has a knack for it.
