Neither. They are just plain blue. My twin has dark blue eyes though and one of my other sisters has hazel bits within the blue that looks quite striking.

Hazel eyes are interesting. I don't think you will be able to gauge what my eyes look like, I always have my Irlen lenses on and they are dark.
Good eye is green, dead eye is brown and shriveled up.
That is quite a contrast.
