Should sexual orientation be considered as grounds for asylum?

Asylum is usually considered if a person is likely to suffer harm due to their race or political views.  In May 2011 Uganda attempted to pass a bill making homosexuality punishable by death,  further proof that  many parts of the world are not safe for LGBT people.  Is it grounds on which asylum should be considered?

Asylum should be granted when the person is in immediate danger of loss of life or liberty over something inherent to their nature, or due to choices that are made that would be considered inalienable rights within the country offering asylum.  If sexual orientation falls into this category, then asylum should be granted.  That being said, I don't think that the best way to improve the world is to remove all the undesirables from a given country.  This gives the bad actor what it wants, and doesn't implement (or even leave the possibility of) change.

Of course, this leads to questions of proof.  I imagine a lot of people want an all-expenses paid trip out of Uganda and into a better place.  How do we sort out legitimate claims?  Do we require they suck a cock in front of an embassy employee who can attest with a level of satisfaction as to the enjoyment of said cocksucker?
