I tried under like you for a while when my daughter was using so much toilet paper at a time she was regularly clogging the toilets to see if making it easier to tear off smaller amounts would help her use a little less and hopefully stop clogging the toilets all the time.

It was so funny.  My husband, who normally never replaces the toilet paper roll on the roller although he does put a new roll on the bathroom counter, was switching the roll from under to over.
