He or his minions never "expanded" or "spread". They were ran out and their numbers have been few and far since the mid-2000s. The short film says tens of thousands, other (much more reliable) sources say it's more closer to 100. Kony was never a warlord, just a nuisance compared to bigger conflicts over in Africa.
It isn't apathy if you care about misinformation. It is apathy however to not look things up and jump to conclusions from one glossed-over video.

at best consist of about 1000 troops, which is an estimate, and 100 may be just as correct.
the 30 000 number comes from the number of abductees, which - like most cannon-fodder, has wasted away over the years, since they have been active since the 80s
in long lasting wars, one often see these types of numbers, such as:
army size: 10 000
army deaths and losses: 15 000

doesnt make sense, unless the war spun over 10 years, with 10 000 being the average size of said army, over this time.
