For what it's worth, the "deer virus" he's ranting about may be Lyme Disease, carried by deer ticks;
maybe he is afraid your cat will become a host for a deer tick and carry disease into the apartment.

the cat isnt the only issue, but its the one he brings up the most... otherwise he will knock on my door to implement all kinds of lame little rules. sensible rules, but in an obvious way, that needs no "discussion", such as *knock knock*(for the 10th time)
