Ah, wrote this and then saw Skyblue basically answered your question. Still posting my stance though.
It's a quote of Pliny the elder. Well, I bumped into it reading 'The Essays' by Michel de Montaigne. It translates something like (um, my words): The only thing certain is that nothing is but nothing is more proud/arrogant and wretched/stupid than man (-kind). Um, arrogant and stupid I added because I usually read it like that but proud and wretched are the correct translation of superbius and miserius.
Well, think what Pliny meant was, that (absolute) certainty doesn't exist but certain seems that people will always be more proud and more wretched to see that. He meant it, I think, in a, dunno, sarcastic manner.
