No they don't need to cut them off. The old folks are of a different mindset. Another generation. If they can't afford
to put the heating on they simply don't bother. They are from the 'put up or shut up' era and willingly go without. Me, I would put it on anyway and worry about it later. If I could. Which I can't anyway because of the previous house owner my gas supply is metered pre pay. When the meter runs out - no heating. I guess some of these old folks are in the same position.
