first of all, you cant nuke all of africa.
not even the entire collected nuclear arsenal would cover all of africa.

African chemicals and raw materials are shipped out of that continent for almost free, the miners work near-naked. it costs nothing.
It then goes to asia, which manufacture stuff, in chop-shops, also cheap.

They stabilized Angola and almost brought that civil war to an end, before the UN stepped in and fucked things up.

The UN wanted the civil war to continue so that they could exert infuence over the Angolan gov.
