Who should be able to get married and who shouldn't?

IMO any consenting adults should be able to enter into a civil marriage.

Religious marriages should be for the church etc themselves to decide.

To receive any financial or legal benefits for your marriage, you must enter into a civil marriage, whether or not you have a religious marriage.

I think anyone should be allowed to get married. Personally though. I would never want to get married to anyone. I don't see the need.

It should just be civil marriage recognised by the state, for male/female/gay/straight/whatever

We have that, and civil partner-registration, for those who do not want a marriage.

There can be ritual or religious ceremonies later, if people want, but, the legal binding thing is a state thing.

Living together and arranging things at a notary public is also an option, but it does not give the same duties and rights as marriage and partner-registration can do.

It's funny, first partner-registration was created, to give legal rights to gay couples. Then a lot of not gay couples went for partner-registration too. Then marriage opened up for same sex relationships. And now we have both marriage and parter-registration, for all. And there is not much difference between the two.

And there is the option of making legal arrangements via a notary public. Less binding, and giving less rights too.

Lots of choices here, for all.

That's happening a bit here too - straight couples wanting civil partnerships. Not a lot, but a bit. I think it's a good thing

That's what we had first, and then, there was this thing about changing rights for same sex married couples when it comes to adoption, because it could endanger the chances of mixed couples to adopt from some countries abroad. Very weird.
As far as I am aware, the rights are completely the same, also when it comes to the right to adopt.
