Yes, it was designed by Perth artist James Angus. People call it a cactus or snot. :D I don't know if it is a permanent fixture or not.

The roadside seems to collect strange items

 I get baffled when I see junk in odd places by the side of the road, and I picture
 the driver waiting until just the right moment to hurl stuff out the window!  :laugh:

Yeah those Denver sculptures are strange. Very white. And those "ghost cars" are interesting too. Looks like they got asphalt poured over them.
