Yes, it was designed by Perth artist James Angus. People call it a cactus or snot. I don't know if it is a permanent fixture or not.

 I get baffled when I see junk in odd places by the side of the road, and I picture
 the driver waiting until just the right moment to hurl stuff out the window!

Yeah those Denver sculptures are strange. Very white. And those "ghost cars" are interesting too. Looks like they got asphalt poured over them.
