I'd like to see more of an emphasis on unmanned missions and less money dumped into white elephants like the ISS. Probes are cheap, and have given us far more information than meatsacks-in-a-can. We should particularly focus on utilising natural resources in space; if we figure out how to mine even a few basic materials from asteroids or the lunar surface and process them on-site using robotic facilities, it would be a huge step forward and would lay the foundation for space-based industry. I'd be much more excited about an automated factory that can gather rocks from an asteroid, melt them and spin them into basalt fibres than I'd be over someone taking holiday snaps and golfing on the moon again.
