They need to pick a new word to represent theoretical laws, because people confuse them with legal laws.  If you commit murder, you are breaking the law and will be punished, if one day gravity doesnt work, the object isnt going to get punished, theyre gonna stop calling gravity a law.  Godwin's law is just a tendancy, which means it doesnt always happen, and nobody has to follow it.
