Have a look at your event logs, especially the system log. If you need help, PM me the relevant event IDs and I'll try to help you sort it out.
Yep, I just did that a bit ago. It is the ISP verification software trying to open their home page against my will. There is no doubt.
I hate them (with boots on!).
Download a program called HijackThis and use it to locate whatever it is that tries to open that home page. Be careful, though, because a lot of the stuff HijackThis lists is legit.
What ISP are you using? And what's the verification software?
(You don't already know this or haven't looked?)
It's Netzero and the software is their own proprietary befucklement! (You have to download their software, install it and run it in the background to get on)

All you should have to do is to break a registry key and then reset your home page. HijackThis can identify the problem for you. Ad-Aware can , too, probably, now that I think of it.
