I think there are some idiots around here too who let their pets run around the neighborhood, un-neutered no doubt.  I believe some of the toms go and boink the female stray that lives outside my building.  I've been able to help a few of the kittens that result, but most aren't so lucky.  There hasn't been a litter in almost a year (that I'm aware of), so hopefully she's gotten too old to have kittens.
