The rule is, if you had been banned, you couldn't come back on under another name.  So, you ban them if they did.  Burn notice.
I don't get to decide the rule, I only get to decide if I am going to follow the rules.  If I wasn't going to follow the rules then I would not have been a good candidate for moderator.

Considering how easily people are banned from WP, the mods don't follow the so-called rules better than anyone else at WP.
